Just edit the road.aimap file that there are in the Komatsu .ar file. You need to change the internal car name that is used for the cop cars with that of the car that you want to use as cops.

You can edit the Komatsu 930e tuning with the program MM2 Ultimate Tweaker. After done the modifies that you want, also the Komatsu's cops will be tuned, since they are the same trucks of the player.

But what's the difference betweem low and high param. every time I only tweak this, the car makes wheelies. I did high and low param x2(doubled)
