MM2 Revisited V4 Error

I download MM2 Revisited V4 from here and it gives me an error while trying to run the .exe file. It gives me this:

" The application failed to initialize properly ( 0xc0000135 ). Click on OK to terminate the application. "

I tried to download it twice and still it gives me the error. I'm not understanding what is happening because it used to work before.

U should have net framework 3.0 or higher if u don't install it
