Is probably that one of the available cop mods, and for that I mean a mod that changes the default cop cars models.

This is normal. Always after an MM2 game crash, a file named mm2.lock is automatically created in the MM2 game folder; this files is used by the game in the next launch to open the YIKES.RTF file, placed in the main game folder too.
After this, the file mm2.lock is deleted, and also closing the opened Yikes file (it opens with a word processor program like Microsoft Word, if installed), the game will run.
However I've understood that you've said that the game won't run if you close the Yikes, maybe the text file, and whenever you run it, it lets display every time that message. If so, this isn't normal.
Try to use the
MM2 Game Loader program. It allows to enable and disable any installed .ar file with a double click on them, it let ignore to the game the generated mm2.lock file and it finds any files conflicts between all the installed .ar files; for example, is possible to know why and how some textures of a texture mod are replaced by others from a similar mod.
