Is it possible that there are chasing you more than three cops with a specific mod for MM2?

Yeah, it's possible and there's a mod that does this. It's the Cops Update, a.k.a. 1000MPH Cop Mod. It makes the cops very fast, it adds more cop cars, it allows more than three cop cars chasing you and makes the cop cars unbreakable. It's here.
Maybe it's too much, but it's possible to do only what you've asked.

You don't have understood. Three cop cars is the maximum number of cop cars that chase you at the same time; the fourth wil start to chase you if one of the other three cop cars will break up.
Is possible to pass this limit with a mod as far as I know.
