Yeah, that's possible. If I'm not wrong, Sajmon showed it some years ago. Lost City, Madness City 1 and some other small add-on city are based on the city.psdl terrain, an unused file present in the game files that has at least the minimum amount of roads and intersections to allow working traffic, pedestrians and cop cars.
To generate the .bai file necessary for this, it's enough use the apposite function of MM2 City Toolkit program. It's called Generate BAI from PSDL and it's present under the menu Advance.

The only thing I did is to copy the files from the BETA to Lost City.

phys.aimap (or sf.aimap; all .aimap with custom traffic content)
phys.bai (MUST USE)

Don't worry to get the BETA, you can get those from Revisited v5 inside
! !rv5_leftovercities

Those are the essential files to get traffic working.

Phys because Lost City is based in this city, they both have same roads so they are compatible.

Does the Traffic properly work in WildTown? If not, try fix it.

In Wildtown I'd do BAI without traffic just to have cops. Traffic isn't needed there because of buildings on some roads. I have also added BAI to these maps and other related ones long time ago
