I believe from the towers in the back-round and the two hills of grass, that it's
this city.
The thing that confuses me are the changed water (which has custom textures) and that road(which doesn't appear to be placed as it would be in SF relative to everything else in the picture.
I could just be saying a bunch of junk as well XD

What you've linked is the mod for SF called Koreacity. Instead, what's visible in that screenshot, is the add-on city called Koreacity Scenery build 5/6;
here's the build 6.
