I think I've seen this somewhere. Are there any pics of the actual city? It doesn't look like it could be done in MM2, it would have too much detail unless there would be just roads (as usual on those asian bus cities)

That's not possible since the limits of MM2 will stop it, though a part of it could be made.

Yup sadly that's why the developer scrapped it the same year

Yes, must have been abandoned because of the size of the city and work needed to create it (and probably would be too difficult for MM2 to handle).
That could make a good OMSI bus city though, and I've seen the size of some of these. They are HUGE.

That image of a loading screen it's present in the MM2X gallery since very long time. The city in the map is Beijing.
I never got to see a screenshot of a 3D model that was related with the making of that city, and probably the author of that image never posted any somewhere... Unlike the author wrote in the image gallery description, I bet that that project never even started...

In the comments he posted only one comment saying this: "Oh, so much difficulty in making a city, but I'll go on, now I'm preparing materials and learning to use 3DS Max.". So, he was also someone without knowledge in making 3D models, and then, this story is old more than 10 years... After all this, what are we still talking about?
