MM2 City Toolkit is not downloadable.
This issue happens with the .7z files present in the secondary mirror server. In past they worked, but probably because of updates done by the hoster, they don't work anymore. It's neither possible to download them directly. I informed DjDecibel of this issue, but he hasn't fixed it yet.
In these cases, use the "Download Now" button to download it from the main server, the one where this website is hosted. Most of the releases by HQTM-Team, the releases by SuperSecret and some other few files use this archive file format.
