I highly doubt the final version will be avaliable for older versions of Windows. This is pretty much a tactic to attract players to the newest Windows, and prove it's a good OS for gaming. Plus it was optimized for DirectX 12, so it would require a lot of changes to work on older versions.

Look at these guys complaining that the Forza's are only coming out to Windows 10. Man you should be happy it is coming out to Windows at all

Agreed. And hopefully it'll be the full game. I prefer to pay full price and get everything whole game rather than getting another game like Apex with such lack of content.

It's about time a full Forza game hits Windows, but for me, it's still out of reach due to the fact I'm probably permanently stuck with a mid-range desktop with Windows 7 SP1 that can only run DiRT Rally smoothly on near ultra-low settings.
