is there a mod that allows mm2 to run better?

i had a pc that is at about 1999 that could run mm2 at high graphics apparently but now my pc is from 2002 and it cant even run custom cars well on medium is there any program i can download to resolve this?

Do you have Hardware Rendering enabled instead of Software Rendering in the graphics settings?

Probably he is using Windows 7, mm2 runs slower there.
Windows XP is the best for this game.
I have a good laptop, i run this at max graphics but low cloud shadows sadly, i use Windows 7.

SPECS:win7 home premium 64 bit
intel core i3 M330 @2.13GHz 4cpu's~2.1GHz
4GB RAM
