Being emergency vehicles, most of my projects are coming in packs according to department, naturally. So is all vehicles in one archive most beneficial, or one archive per vehicle?

Concerning make a carpack or not, depends by many aspects of the package that you want to do. If it's a pack of the same car but what change are the paintjobs, and you've made like two or three copies of the same car because the paintjobs are a lot, it's better make a carpack of it, so the files are shared and they're all together. The carpack choice it's good also for big group of cars, like the ones taken from a game and dedicated to it, possibly of old games in low quality fitting MM1 and MM2. Carpack choice is perfect for couple of cars which change for little aspects (for examples, sedan and wagon versions, normal and sport versions, stock and tuned versions, and so on). In other ways, the stand-alone releasing is the best choice.
