Unfortunately there's this problem with all the download links at HQTM-Team's website, hopefully one day it'll be fixed. Download the Maxoff's PKG filter for ZModeler 1.07b from here.

You should need two .dll files related with Microsoft Visual Studio .NET, to let it show in the file format selection when you do importing and exporting.When I installed it, it doesn't show up.
Close ZModeler if it's already running. Download the files mfc71.dll and msvcr71.dll, and extract the .dll files from the archives to the main ZModeler program folder. Run ZModeler and check if the PKG file format exporting and importing is present now.
