We still don't have a photo realism mod for MM2 like Grand Theft Auto 4 has

As you can see.
But the revisited and shadermods don't do this much.
Is this planned for the future or not yet. :?: :?: :?: :?:

GTA4 is like a new game.
MM2 is from 1999. Not possible. MM2 doesnt support bump maps, realtime shadows, realtime reflections, 32 bit shading, or anything newer like that. Sorry.

Really the only thing you can do to make mm2 look better is make higher quality textures and models, and even then there are limits.

What we can do is create a Photorealism City, which, is pretty small but has pretty high quality modeling/textures. We already have HQ cars. I don't know who'll make the city though.

What MM2 seriously needs is a complete lighting system. Ever notice how PSDL road and ground has absolutely no shading? And how PSDL building shading is glitched?
Sure, some textures would be nice. But a true lighting system would be amazing.

If only Midnight Club: Street Racing was ported to PC, or if we had the real source code of Midtown Madness 2.

Lol. You cant use it.

For example, take a look at Re-Volt. The V1.2 Update was entirely made by fans, as they had the complete source code given from the developers. Guess that might never happen with Midtown Madness, sadly.

So source code is the problem as you cannot edit the engine...?

Well there SHOULD be a way to get the source code, it's impossible that there isn't.

If we contact Microsoft would they be willing to give out the SC or no? Anybody tried this before?

You would have to ask Rockstar San Diego and not Microsoft because they only published it. The developer was Angel Studios and they have been bought by Rockstar and then their name was changed to Rockstar San Diego. And I'm afraid that they don't even have the sourcecode anymore. I mean for what do they need it. It would only cause wasted memory. And BTW, what is this: https://www.mmarchive.com/file_details.php?file_id=1926

... that's just a de-compilation of the MM2 .exe file, whereas the source is in the MM2.ICD. That's been discussed many times recently
