about the blur it's easy select the tire then Ctrl+J to paste it on a new layer then add add motion blur (still the tire selected) the motion should be upside to downside ( so the line as default is zero degrees : --- , now it should be -90 so the left side is up and should look like this : | but depending on the wheels placement you should check the angle ) , or add blur manually selecting the blur tool and painting over it (doesn't look that good but keeps it more in motion with the pic ;) ) ... hope this help mate ;) :D
