and how can set different start location when we set the different traffic density .

Game is choosing random start locations when dropped, maybe try changing order of intersections in Zmodeler and see if anything changes

I mean you cannot change the starting locations without editing objects order in your 3ds file

If in your track are using roads and intersections for the traffic, the starting track location is random and depends by the density of the traffic; this is easily noticeable changing the traffic densities in the default game cities, the car will start in different intersections. Maybe there's a file to set them as you want or to set only one start start location, but probably it isn't used by the game.
If the track has a PSDL terrain without roads and intersections for the traffic, the player vehicle starts always in the same place, that's the ambient center (X=0, Y=0, Z=0), also indicated opening the track in MM2 City Toolkit program.
