That looks a bug of the Secret Shadow paintjob of the Panoz GTR-1 given in online multiplayer gameplays. You can notice that only the wheels are semi-transparent, but the paintjob is the Secret Shadow one, because it's all in grayscale. Should be just a game issue, without any modding indeed.
