That one from the minute 0:09 is a traffic car? Impressive how much far it followed you.
Dunno why the quality is so bad, the HD option makes it only a bit better.
It's because of all those colors rapid changing plus the video compression.

yup he followed me, I also tried to get a traffic car on that ramp near Hyatt Hotel but the traffic car is getting stuck there
