The file name vpa_shadow.tga isn't right, it must be vpfshdw.tga. Also, seems that there isn't the alpha channel. I suggest to edit the in-game shadow texture instead of make a new one.

The alpha channel in a 32 bit .tga texture file is a fourth channel that's about the texture transparencies.
I don't know how to view and add the RGB channels in Paint.NET program; here there's the in-game shadow texture in .tga format.

also you can easy and simple to create the alpha channel in DXTBmp.
see this.
for example the badging of Audi R8.
1. the image.

2. alpha image. (white for showing, and black for transparent)

3. this the DXTBmp preview.

4. open the background image.
Image

5. open the alpha image
Image

6. transparent it.
Image

7. transparent preview
Image

8. then save as it to Targa With Alpha (*.tga)
