The Vista theme packs and programs for Windows XP will give the same Windows Vista look, but them can also make the system more slow.

Because it's the original. The calculator and some other gadgets look better, the weather gadget changes locations much quicker, and other differences.
VTP does slow down your computer, but there are reasons for that. There are things included, that it wants to run, that don't make much difference and slow down your computer; some things are also very glitchy. The version of True Transparency included is older then the latest version, thus glichy. The Viorb and Vistart included are probably also older then the newest versions which you can get separately and install and work instantly.
You can get all the things included in VTP from other sites separately, which is better with some things.
No matter what you do, there really isn't much of an easy way to get Vista's look on XP. It's impossible to get all of Vista's Aero look on XP. But most of what you can get looks good and won't stagger PC performance.
