I don't really understand your request, but a very good program enough easy to use to make new cities for MM2 is the City ToolKit.

if you arent willing to learn, dont ask. no one ever responds to requests. people should already get that seeing theres tons of request topics and the exact thing being said, no one takes requests

Is impossible that someone create quite a program by a request, that user must know this. However I think that my answer is the best that can be post.
