The track in that screenshot is just the default game San Francisco with at least Shader Mod 2 Gold mod and Overpopulated Mod included. Get the first mod here, while for the second one you have to download this other mod to find it inside the archive.
FYI, Shader Mod 2 Gold mod is now obsolete and totally replaced by the complete and awesome MM2 Revisited V5 plus 5.1 Patch.
