After downloaded the Classic Madness file cm_122007.7z, open it with WinRar or 7Zip and extract the 4 files that there are into the install folder (make a backup of the file mmlang.dll).
You can also try the BoosterMM mods in the mods folder. Install they once at a time.
You can also add the Shader Mod 2, but is better rename this file from !!sm2.ar to !sm2.ar. And you can also add some addon cars; about other mods and tracks maybe can be some conflict errors that bring the game crash. ;)

You may want to clean out your whole MM2 directory first before you put in the Classic Madness mod. The Audi R8, in my knowledge, will crash if you try to drive it in PleasantVille ot Forsaken Vale.

Pleasantvill and Forsaken Vale seems to have some problems: I've tried to play Forsaken Vale with the cop density and it'll crash.
They'll give also lag problems with less powerful computer systems.

All of the objects. I think all the detailed houses are like 1000-1500 polies. All the objects do it. I think mm2 just renders poorly or something.

Or maybe because MM2 doesn't get enough RAM to use.

Or maybe because MM2 doesn't get enough RAM to use.
It's also this, MM2 doesn't use all RAM system memory, and for too detailed maps, a powerful graphic card is important.
MM2 doesn't successfull to "manage" too detailed PKG objects; quite all the SF and London cities, especially the buildings, are PSDL, like the roads and the grass.
Just try to lower the object details or the viewing distance in graphic options.

I don't find that it's the graphics detail that gives the lag for me. It's the cloud shadows.

Yeah, can be also that. Just low the graphic details to have less lag problem taking a good graphic quality.

However MM2 does have problems to load and manage too detailed .pkg files; is possible to do some tries. If you use the PDSL to make the buildings (like SF and London) you'll have very few lag problems, but low quality buildings (you have to use PKG objects for details). The contrary is with PKG buildings models.
