Well, in this case, let's see if somebody here has the game and can give you the siren sound, try to ask Sajmon14, he converted lots of things from that game maybe he has the game and can help you.

OR search on Google for "Midnight Club 2 police sounds", at least with GTA San Andreas there are some websites that provide the car files, textures, sounds, etc.

OR get the game. If you know how to go, you can easily get it on internet and use the sounds.

Sounds a bit slow and annoying, but at least I saw other videos and it looks like this is really the japanese police siren.

Get what, the sound of the video?

Go to https://www.youtube-mp3.org/ and paste in the box the url of the video I showed. Don't worry, it doesn't have virus - mp3 files cannot have a virus.

Then, work with the sound with a sound program - don't ask me how to do that, you probably already know.
