I remember of this mod, not a good one because of how it was made... Pretty pointless the place where most of the objects were added, too. I'm sure to don't have it.
As it's possible read from the video and mod author comment, posted 5 years ago, this mod for SF was removed from his website (now off-line, it was hosted at MMArchive) because he took those objects from other tracks (Lost City, Madness City 1, Zebra Town, and so on) without attempt to ask for permission to the respective authors (something already hard in those days) or at least do credits to them in the release.

What does it adds other than the red bridge?

Besides the big red bridge, as the name says, it "extends" SF by adding the same city buildings and objects in the southern part of the city, beyond the highway.
I don't remember well how much it does, just try it in-game and discover it by yourself.
