Simple use WinZip. After compress rename the .zip file extension to .ar. WinZip allows also to open and show the contents of these files (but not to all).

I tried using 7Zip to compress a .ar file, but it won't read by WinZip... The same it's with WinRar.
WinZip is the program ever used to make .ar files. There's also a program called AR Maker, that creates the .ar files in a better way.

DO NOT use winzip, I had nothing but trouble when I used it a year or more ago, it always screwed up ar files. Use winrar, just make sure zip format is checked, then rename to .ar. You can also do the best compression.

WinZip is good to use to make little .ar files; if I made a car .ar file, it'll be impossible to open with the HQTM-Team's programs like the MM2 Vehicle Viewer and the MM2 Ultimate Tweaker.
I have to try to use WinRar as program to compress the .ar file choosing the .zip compression (not .rar).
So far I've used that AR Maker program, and it makes the .ar files very well.

I don't like the .zip format, I prefer .rar. But since the .zip format is more diffused I use it.I agree with HummersRock completely. I hate Winzip.
Yes, also 7Zip is very good to made the .ar files, just choose the .zip compression.I have already 7Zip, it is perfect?
