Yes, it wouldn't work because the sound files are directly placed in the .ar file so MM2 does not know what they are for. Make a folder named 'aud' and inside this folder, make another folder named 'aud22'. Again, inside the aud22 folder, make another folder named 'engines'. Now place all the sound files in this 'engines' folder.
The reason it didn't work in the first time is that any mod for MM2 is a .ar file that is placed before the game's original .AR files and it bypasses or 'overrides' the content of those files. So it has to contain the same folder hierarchical structure as the default MM2's ar files.
