Can someone please tell me where I can get a freeware Hex editing program?

A very good and free hex editor is XVI 32, download it here.
Fiat 500 = Italian motorization. Franch88, MM2 eXtreme forum and website Administrator.

Thanks, but I just want to know how to edit DLL files. Is this the right program?

With an hex editor you can edit any type of file, but the edit is manual, and you have to know what to do. Obviously you can edit .dll files too, and depends by the DLL library, just realize what you're doing avoiding to make the them invalid.

Hex Editor Neo is also good at DLLs...
