What do I use to create tracks?
Is Google SketchUp accepted?
I have ZModeler, but it's hard to understand...

Google StetckUp would be good to make the tracks, the important is get the model exported in .3ds format to be imported in ZModeler for fixing, and then for a new .3ds file format exporting for the MM2 City Toolkit program, used to generate tracks for MM2. At the end, the model would get some looking problems, but they shouldn't be problems when used for a track, on the contrary of making them as player cars.
Yeah, ZModeler is hard to understand for the first time, but following track making tutorials like the ones available here (dunno if the links still work) is known how use it for modeling.
