On Riva's website page about Koreacity 7 there's indeed the link to the Teciyoo's website blog page about this city add-on, as the city author wants. Just look on the bottom part of the page and get the nine files, where says "English Version".
You'll need the ALZip program to open the .alz file and extract the .exe installer from it. All those files are pratically of a splitted archive in that file format.
