if you mean for the map that shows when your driving i think it is just a pic used with mm2ct
and if you mean making a track you need zmodeler and mm2 city toolkit
and as franch said use search and don't make topics that are already here

The best program to make new maps and cities (in a word tracks) for MM2 is the MM2 City Tookit, available here, and a tutorial about it is available here. You need also ZModeler program, needed to make the track model, available here. Check them and try to learn to use the programs, isn't something easy, anyway...
