Hi.

First, there isn't a program designed to make cars for MM2. You have to use a 3D modelling program called ZModeler, that allows to export the made model to the MM2 model format. See this topic, it says what you need to make your car.
Make a 3D model isn't an easy thing, and you need lot of time and patience, besides some skills and knowledges.

Please do a search instead of post. Check this topic about cars modeling and this very good and complete cars making tutorial. There you'll find the programs that you need to make a car for MM2.
