Is there any program which can edit/replace/delete/view textures?

MM2 tex textures? Or TGA files?

I would say that any photographic program like Photoshop and Paint.NET can do that, at least for the image files in .bmp and .tga format, normally used for the MM2 add-ons and mods.

If you mean the .tex files, the most texture format used by the game, download and use the Tex Manager program from here. It allows to view and also convert them to the .tga file format, so you can do your edits, and then re-convert them to .tex format.
