Drivable impala pursuit

"What? This guy is still using HQTM-team cars?" is what I think whoever is reading this post is thinking. I just got the Impala Pursuit mod, and I think it's drivable because I saw a screenshot with someone driving it with an interior and the credits saying Dashboard By. Can someone tell me how to get it?
