Just change the vehcarsim file in the car.ar file lol
then you've only got one car.
take a look in the materials.mtl file.

Get a snowy slippery road effect with little wheels friction is possible, is indeed needed an edit to the values of the material.mtl file, in particular the one about the cobblestone effect, that's meant for the asphalt. Then the smoke/water splashes effects have to be disabled.
You can easily edit this file by using Notepad, give it some editing tries. Do in way to have the .ar file with this file in it above the others in file name sorting, because this is a shared file and it can be present in some mod installed, risking to be "overwrited". The material.mtl file affects only the materials used in PSDL terrains, so, for example, on converted tracks where all the model is made as PKG object, this edit won't take any effect because this file isn't related with them. On default SF and London cities it works properly.
The best choice is unite it with the best snow mod available, the one of the Classic Madness (dunno if it already does this change, though).
