He uses Windows XP with the Vista transformation, and it changes the title bar like that.

Ah ok. So the browser GUI has been made by you.

However you have the Vista look in your Windows XP.

No, I mean like he wrote a script that renders the HTML all by himself, like how Firefox uses the Gecko script and IE uses the Mosaic script

Wrote a script... I don't think. Sure he has used just a program to make browser. It should use the same IE script.
