To tell you the truth that does not seem to be in CS3, I've checked. CS3 has the blur effect for left-right and right-left, but not going forward. I think Toyzidro has an older version (impossible to download trials of old versions and almost impossible to buy old versions) or he got that effect as an add-on from a place like devientart.

There are many simple graphic programs only to add effects. A good alternative to Adobe Photoshop is The Gimp.
