Yeah, sure it is. When you submit it, the admin (Franch88) will test it out, and decide if it will be put up or not. Usually, if he approves, it will be up within the next few days.

Depends, but where you want to post it? If it's for the website as me and dummiesboy mean, it has to be tested and approved. For example, if the file is of a too badly made car add-on, hardly it'll get approved and so published. Here you can submit downloads for the website waiting for testing and approving.
