Every now and then I go in, and see if anyone's there, but there is never anyone there. I'm just curious if it is ever used.

Well im pretty sure its offline, I don't think its used anymore, but it was a good feature... It loads very slow also.

It still works. I think I also saw Franch88 on at one time, but I was AFK, and he left.

The MM2X chat is just an IRC channel dedicated to MM2X. I've used IRC channels like the 3D Autos and Madness Revived ones to talk with GT and the members of that team, but I've never really tried with the one of this website, also because of problems with Java. MMArchive has one too.
Maybe the channel server isn't neither anymore available.
