Have you tried right-clicking MM2CityToolkit.exe and setting the compatibility to Windows 7, or even better, Windows XP?

EDIT: This only works if you have a mouse or touchpad.

I also have Windows 10 and City Toolkit always worked fine for me... Maybe the problem is you that don't know how to use it, perhaps?

Did you even extracted the files before using it?

I extracted with 7z opener and I change the compatibility to window 8 but it didn't work

Why would you change compatibility to Windows 8? Change to Windows 7 or XP, like Cody told you. Trying to run as administrator can also help.

Dude... I'm sorry but me (and probably everyone else here) have no idea how to help you. You seem to have trouble doing literally everything related with modding, and seeing you cannot do easy tasks by yourself like with the heap patcher, it really makes me wonder if you're actually having problems, or simply having no idea what are you doing.

Go one step at a time. You have problems even installing mods, so I don't think you could do anything with City Toolkit. Once you finally are able to even run it, you'll have a software that even myself found complicated to use the first time I tried to create a map, so you'll just be very confused and not knowing how to use it.

IF you want to create mods, follow my advice and read Silent1Unknown's guide for converting cars... That's in my opinion the easiest thing you can try to do.

You're on an ARM tablet. You can't run an X86 EXE on it.

Which most likely is the ARM version, the Surface RT. If that's the case, sorry, no luck :/
