I change it to windows 7 and xp and run as administrator but it wont work

I also have Windows 10 and City Toolkit always worked fine for me... Maybe the problem is you that don't know how to use it, perhaps?

Did you even extracted the files before using it?

I extracted with 7z opener and I change the compatibility to window 8 but it didn't work

It works for everyone so we cannot know why it wont work for you

because my my computer is windows 10 tablet laptop when I press the city tool kit it says this app cant run on your pc
