I think you can request vehicles/cities etc to be made/converted for you but usually it's not guaranteed other people will actually do them for you.

The reason why there's been less conversions publicly released on MM2X recently is probably because some members have lost interest in modding the MM series or they are too busy with other things these days to release conversions. But there are still some new addons released now and then however

The lack of a download ratio personally wouldn't bother me, there's such a wide range of vehicles and mods up for download on this site these days that people can find something that interests them by just simply looking around (as well as the popular mods like the Revisited series like you mentione...
