The locking isn't a problem (the authors of releases have all the reasons to do it), for the correct mod working is enough specify in the Readme file the used cars names, their authors and write the links from where download them from much places possible. Then, in this way you also haven't to download MBs of mod in case you already have the add-on cars used in it.
However, no, it's a bad and problematic idea for many reasons make a such mod, and since I assume that this operation is really easy to learn for everyone (you've easily learned it too, A320_Pilot), is worth that eveyone does its tries with the races opponents changing as they want and like.
Speaking about the topic, a such question has been done in past here, a searching was enough. The game crashes problems are indeed given by the use of too much high polygons cars for the opponents, and is well known that too much polygons to manage means possible crashes.
