Why is my Physical Memory Incomplete?
I Upgraded my computer's mother board with 3.40 GHz CPU Frequency, 4 Gigabytes of RAM and it seems 2.48 GB were only usable. How can I fix this?

Err...I think the RAM is not detected by the CPU. Maybe it's not connected properly. Try reconnecting RAM.

Is all of your RAM DDR3-1600? It is the RAM type for your CPU.

4GB and up is not detected by 32 bit Windows XP and Vista.
You need a 64 bit copy of Windows to make use of that RAM.
On 32 bit versions of Windows, 7, and 8 support 4GB but Windows XP's and Vista's 32 bit version supports a maximum of 3GB RAM.
The 64 bit version supports up to 16GB (if I remember correctly) so upgrading to that should get rid of your problem.
I know this because I've worked with computers for quite a while, and if you don't believe me then here's a link clearly telling you that Windows XP and Vista 32 bit versions do not detect/support more than 3GB's of RAM. https://en.kioskea.net/faq/1571-why-wind ... -installed

Guys, I checked with Microsoft. My Toshiba has over 4GB of RAM, it is 32 bit and shows as 4GB
64 bit can go past 60GB of RAM. and XP supports 4GB on 32 bit. Anyways, check your connectors and RAM type

My CPU produced weird sounds when I tried to add more 256 MB RAM after 2 GB.
Sometimes, RAM doesn't shows the exact amount of it in our PC. When I got 2 GB RAM, it shown 1.96 GB.

Yes but it shouldnt hide the RAM on you , it should just say (??? usable) like this:
