It's not an edit that wants to improve the look of the city, this is sure. The textures result stretched (the blurring is a conseguence of that) on polygons where you've "pulled" their vertices. The farer textures in the screenshot look blurred because of no anisotropic filter enabled (with the grass texture this is more visible).
Well, good that you've succeeded to do that, but it's something pretty old, something similar was already possible to do with an old tool.
