my planned mods

Hello! I just came up with a new mod/carpack idea: Police madness!
It will add some new police cars and possibly replace some!
Here is a list of possible cars:
Eldorado police (sf only)
Panoz AIV police (sf only)
Aston Martin DB7 police (london, possibly SF)
f-350 police (sf only, too big for london)
I know I need photoshop/paint for the textures, but how am I supposed to get to the car files to edit them? Because i'll need to put the lightbars from the GT Cruiser on these cars. As soon as I find the programs I need, I'll start working.

Anyway, does anyone know what programs i'll need to open the file to get the cars, and transfer the lightbar?

Zmodeler. But you'll have to learn all the functions that it has so also get a 3d moddeling tutorial for Zmod

I haven't posted in a while, but, Are there any alternatives to photoshop that are free? If not, can I use paint as a shortcut to edit car textures?

Get Gimp if you want a true alternative to Photoshop. I'd reccomend Paint Dot Net like Sajmon14 if you want to do this at a beginner level.
