That screenshot on the back of the game cover was already noticed some time ago. I would guess that's made on purpose for the cover screenshots, just to show some of the game vehicles, and in fact, there's no race in the game with a such variety of opponents. Now I don't know if there's a race in London with a checkpoint placed there, though.
