Because you are not using the original disc.
There are two ways to fix:

Way 1: Get the original disc
Way 2: If way 1 is not feasible, then download the ISO of MM1 from here and burn the iso into a disc or a virtual drive. Now you can play MM1 with music.

Unlike MM2, MM1 hasn't in-game music tracks. The game has its soundtrack, but it's present on the game disc, which works also as audio CD. It's enough use the CD player of the game to play the tracks of the game disc inserted in the disc drive (or load the disc image file in a virtual disc drive).
Also MM2 has its own soundtrack on the game disc, with different tracks than the in-game ones, and also it works as audio CD, at least the English language release.
All these tracks can be found on YouTube, too.

However, if you do have the disc, there's no guarantee that it will work correctly (or at all) on modern Windows OS's. The software tech to play these "hybrid" CD-ROMs is broken in modern Windows. Some games can use emulation software/libraries to restore this feature, but MM is NOT one of them (FYI: other games that used this same soundtrack/data CD-ROM hybrid tech, also have issues with modern Windows). Hope this helps.
