Yeah, this thing must be hardcoded in the game EXE. Maybe due to mm2hook there's a chance to have that disabled, implementing it. Personally I don't see a valid reason to wish that, it makes only a bit annoying the gameplay, forcing to restart it everytime the player car destroys.
